Anne has been the long-time caseworker for foster parents the Turners. The Turners are keen to adopt their latest foster kids, pre-teen siblings who were taken into foster care from an abusive home situation. When the children's caseworker is replaced with new recruit, Marvin, Anne's efforts to help the Turners come under attack. Marvin sees issues in the household - evidence of potential child abuse. Marvin wants to take time to investigate his findings, but Anne has promised the Turners a successful adoption and will cross the professional boundary to ensure it goes ahead despite Marvin's concerns.
